Bulk Or Cut? Please Help :(

Hi guys! This is my first post so please bare with me! I have been going to the gym for about a year now. Around 3x a week. I've mainly been lifting weights but I don't seem to be seeing a huge amount of difference compared to how I used to look! I am wondering if you could give me some advice as to where I should take my fitness journey next. Should I aim to bulk up a bit or should I cut down? What should my diet be like?
In particular I'm wondering whether If I stick to weight training but reduce my calories (with no cardio, will I lose fat and maintain muscle?
