Help with last few pounds

Long story short I'm into powerlifting not bodybuilding and I'm not very good with cutting bulking. I've yo yo dieted a few times and the results were terrible. I'm trying to get to a lean base to go on a long controlled bulk and gain more lean muscle. Should I bulk or cut at this point ? I feel like I don't have enough mass and if my abs were bigger and more dense my lower belly wouldn't look like this. I may be wrong but I'm around 188 right now and I don't want to lose too much more weight.
