Shin splints - help!

About six months ago I was 'diagnosed' with shin splints. I was told they'd go in about a month if I didn't do any running, so I stopped my jogs and took up cycling for 2 months (just to be on the safe side!). Sadly, whenever I run now my shins kill. Does anyone have any advice for a) getting my shins to heal b) forms of low-impact exercise? I love running, and it makes me so sad to think that I might have to give it up.
