If your hips and thighs are too large for your liking due to excess fat, either in a calorie deficit to lose the fat or eat at maintenance while doing progressive resistance exercise (e.g., lifting weights, bodyweight, TRX, etc.) to burn the fat and build muscle at the same time.

Also, remember that cellulite is not completely controllable. There's a genetic factor to consider.

Pilates has been the only thing I have had noticeable luck with when it comes to my thighs..... Lol I'm just one of those girls who no matter how skinny I am, I will simply never have a thigh gap.... But Pilates has got my thighs to a point where I feel a lot better about them. I really love the Windsor Pilates collection! You can get the DVDs really cheap on eBay or even just go on YouTube! Just steer clear of leg exercises that can bulk up leg muscles, because you likely already have plenty of leg muscles and that's why you have thick thighs! I always wanted skinny legs, but the last couple years I have really learned to embrace my thick thighs! Trust me, guys think thick thighs are very sex when toned up and stretched a little

You can't spot reduce. Eat at a deficit. Incorporate weight training into your exercise routine. Building lean muscle will reduce fat and therefore reduce hips and thigh cellulite.
