Eating too much or too little?

I have been trying to slim down for the past few months and seem to be getting no where. While I would like to lose ~10lbs I mostly concerned about firming up and losing fat. I am female, 32, 6 ft tall, 165 and have stubborn fat around my waist that I cannot get rid of. I am eating 1500-1700 calories a day and try to work out 4-5 days a week (bar method 2x/week, HIIT 2x/week and weights 2x/week). While I am not perfect with my diet I eat pretty clean. I feel like I get different recommendations from everyone on what to eat, how much to eat, etc. and I cannot tell if I am eating too little, too much or need a better workout schedule, but something is not working for me. Any recommendations? Anyone else been through this and figured it out?

At your height that sounds like a great weight for recomping. I would eat around maintenance and up the lifting to 3x/wk.2

I didn't notice any change in measurements until I increased Bar Method to 4x/week
REALLY kept calories at MFP reccomendations (ate all exercise calories - so food is often 1700+
I'm 5'8".) You may not be eating enough?
Do the thing that increases your muscle mass.1
