How can I lose my lower-body fat?

I am about 160 cm (5'3") tall and I weigh around 115 pounds. I want to lose 10 pounds for a personal reason. I just heard that the smaller you are, the harder it is to lose weight...So I really need help to lose weight during this month! Is there anything I can do that can for sure 100% make me reach this goal within this time? Please tell me what are there some things I can do to help me suceed in this diet. Thank-you!
EDIT: I forgot to mention about my topic, my legs are the fattest part of my body and I don't know how to slim them down. Any tips specifically can help me focus on toning them down would be very appreciated!
