How is your nutrition, and are you following a structured program?

Generally if you've been lifting long enough to be at an intermediate level, you're going to be lucky to just hold onto your strength gains when cutting, but it kind of depends on the person. If you're doing high volumes of work, you'll generally have issues in a deficit (less fuel = you get tired faster).

How long have you been lifting, what program, and what's your calorie deficit?

yes you can absolutely gain strength while cutting . There is a lot more involved in gaining strength besides the obvious of size/bulk.

A lot of it has to do with how aggressive a cut you are doing. The more aggressive, the harder it is to maintain or gain strength. Training level affects this as well.

It depends, an untrained individual can make substantial gains in strength even while cutting simply because they are untrained and undergoing neurological adaptions. If you're beyond a beginner lifter, it will be more difficult to maintain your strength in a cut because you've already gone through all that newb gain stuff.
