accurate food weighing

I was wondering if the outer cover of some seeds and beans "for example lupins" is included in their calorie measurement.
For example I eat 100 grams of lupins, but when I measure them without the outer covering thing they are reduced to 80 grams which makes a difference in their nutritional value.
The same problem occurs with sunflower seeds and pumpkin seeds.
So what's the general rule?
If they say "100 grams lupins, boiled" is it with or without the cover?

I look for the USDA listings in the database as they are specified with or without shell, roasted or raw et cetera.1
