How do I get a "tight" stomach?

I am very confused about this. I know in order to lose body fat, I need to lose weight in which I'm already at the low end of the spectrum (5'6.5 and 119 lbs). But I also know you can't "spot" reduce. So how do I lose fat from my stomach and get a "tight" looking stomach?

A lower body fat percentage. See The New Rules of Lifting for Women: Lift Like a Man, Look Like a Goddess which was available through my library system, so perhaps yours as well.

I also endorse this comment and that thread. I read that thread several times and it has helped me immensely. Emphasis on point 5 in that post being PATIENCE. Sometimes in the moment you may think you haven't changed, but when you look back you realize how much things actually did change.
I did a mini bulk from February to April and only gained a few pounds which came right off a couple of weeks into a deficit. I've only lost 3 more pounds beyond my pre-bulk weight in February yet the changes are noticeable thanks to that guide. I aimed for a deficit of no more than 1750 calories, or half a pound, per week. Now I usually eat at maintenance for the week or a very small deficit, as my end goal is to see what I look like at 105 or so, but I'm in no rush to get there.
