Dropping shirt sizes?!

I do a solid mixture of both cardio and strength training. But I seem to improve more on the lower half than the top. My but and thighs change a lot but my arms seem to just build muscle under the fat and stay big!
If I'm really trying to focus on my upper half getting smaller and not necessarily stronger, can I not work out my upper body? I think I'd eventually train my arms again, but for now I'm just sick of wearing large shirts. I naturally have a pear shape, so I simply want to get my smaller upper body back in a timely manner. Can I stick to cardio and leg training and still burn the fat I want? Or do I need to train my whole body? My arms are slimming SLOWLY. And they are weirdly the LAST place I gained weight. Any help? Please be nice!

Perfect example here. Two bodies, two different loss styles. This is the answer to your question. Everyone is just different. To lose fat, eat at a deficit. Exercise for your health. Keep losing fat and eventually it comes off where you want, but unfortunately your body holds the key to where the fat comes from and when.0 -
I'm an apple shape, big everywhere but mostly in the center mass. Upper legs, upper arms, and of course the big belly. I lose it mostly lower body first at least as far as I noticed.1
