How to turn fat into muscle ?

I'm 5'3 I'm supposed to weigh 120-130 but I'm at 161 right now. I wanna lose weight but I want to keep that pretty shape I have by turning all my thigh muscle into fat and my butt as well. I also wanna lose a lot of inches off my waist! Last time I dieted I got to 111 eating healthy and doing a lot of cardio and I lost my butt and thighs. Should I not do so much cardio this time? If yes, how much cardio and how should I excercise to achieve this look.

Fat doesn't convert to muscle. You also can't spot reduce or add really(to an extent you can isolate a muscle, but mass will be gained everywhere)3

As the above poster said, muscle and fat are two separate things and cannot be converted into one another. When you lose weight you're unfortunately going to lose both muscle and fat. What you want to do is try and minimize muscle loss, while maximizing fat loss. Some things to help minimize muscle loss while dieting are
1) Go slower- the slower you lose weight, the more muscle you'll retain
2) Eat higher protein- (0.8-1g per lean body mass is normally the standard)
3) Strength Training! - This one is by far the most important. If you're new to strength training, you will not only preserve more muscle mass, but maybe even gain a little.5 -
How to turn fat into muscle ? Magic!!
Fat and muscle are two different things ... that would be like turning all the eggs in the carton in your fridge into apples.
But putting that aside, why on earth would you want to lose muscle and increase fat? I think most of us here are trying to do just the opposite ... lose weight and thus lose fat + increase exercise and thus build up muscle....but I want to keep that pretty shape I have by turning all my thigh muscle into fat and my butt as well ...

Lose weight slowly and you'll reduce your likelihood of losing muscle. You need to lose body fat so that your muscles are more visible and do strength training/weights to build muscle. Some people are able to build 'curves' by isolating some muscles - like the glutes or quads.1

As others have replied, where the fat comes off is random. You can;however, choose strengthening exercises to develop areas and sculp your body.
Look up circuit training. You'll incorporate cardio and target some big muscle groups at the same time.1 -
Fat can't convert into muscle....we lose fat and then the muscle underneath the fat starts showing... we build muscle by eating more protein and doing strength training/resistance workouts.1

How do you know she "gets it"?
What if, say, she found one of the above responses confusing or unclear about how it worked. Someone else comments, phrases it slightly differently, she reads it and thinks, 'Okay, that I understand'.
I also think there's something to be said about emphasizing a point, particularly on MFP. There is a lot of untruth and misinformation posted on here daily. I'd rather see something twenty times to solidify the validity of it than one. One or even a few times I'll question. Forty responses saying virtually the same thing by different people? I'm going to listen.
Imagine if the comments on this thread had not been a consensus about the inability to turn fat to muscle. Go to almost any other thread and you'll see a slew of different advice. A lot of it fantastic, some of it not at all good.3 -
this time when you get to 120 lbs, at that point maybe work on building muscle instead of losing more. I lost my butt when I got below 140 lbs, so I understand your pain.2

You will keep your basic shape...but you won't be as big.
I was an hour glass and I still am after losing 50+ lbs...however the comments are I have tiny hips...until I turn sideways...and reveal the squat butt.
If you want to have those thighs and butt...cardio not so much.
Work out with some weights doing things like lunges, dead lifts, squats, hip thrusts etc.2 -

I was clearly very sleepy when I made this post because I JUST realized I said "turn muscle into fat"'instead of the opposite LoL anyhow, thanks for your suggestions, it's been a long time since I've worked out! Good ideas, strength training it is1 -

Some females gain a lot muscle quickly and get that round boots you seek when starting resistance training and others just get smaller and leaner,
It will be up to your genetics I believe... let's hope you have the right ones0 -

Wait I'm sorry. I have to check. Your subject says you want to turn fat to muscle but your post says you want to turn your muscle to fat...?
Regardless. If you want to lose weight and look good naked, eat at a deficit and weight train. You're not turning one thing into another.0 -

Technically, no, it's not achievable and would indeed be magic or fantasy. His comment was accurate. However, you must keep in mind, that he was responding to the wording you used asking how to turn fat into muscle. Which, as has been pointed out multiple times, is impossible since they are two different things. He was not responding to your desire to reduce fat while increasing muscle. He was responding to the literal phrasing of your question. In other words, he was slightly sarcastically trying to point out the facts regarding muscle and fat.
