reverse dieting and figuring out my baseline?

So, I am 5'1 31 years old 117lbs but I have 25% body fat. I have been pregnant 6 times in the last 7 years with 5 births and 1 miscarriage. I Have Hashimoto's thyroiditis diagnosed 10 months ago. Prior to that I was very thin (like 90 lbs) but still had like 18% body fat. I do breastfeed my 16 month old but only 3 times a day. I want to do Reverse dieting so I can lose weight in the near future without starving myself. How do I figure out my baseline calories? I eat different amount everyday. Some days 1700, some days 3000, some days 2400, some days 1200, etc.... I broke my toe so I am not currently exercising but plan to in the next couple of weeks when its healed. I'm thinking I have a higher than average metabolism since I already eat way more than my TDEE of 1362. I am thinking of maybe doing 1700 calories but how long should I hold that before moving it up or down depending on weight gain/loss? How long do I hold baseline before cutting and what percentage should I cut once I start that? Also, When I get my baseline NOT with exercise and begin cutting WITH exercising 3xs a week for about an hour (say I burn 300 cals) do I eat those calories? For example...say my baseline is 1700 cals/day. I cut 15% the first week or 2 so now I'm at 1445 but I'm burning 300, 3xs a week, on those 3 days do I eat those 300 burned or do I average it out over the week so I am back to eating 1780 calories a day? One more question, when I do diet what percentage should I drop per week so I don't freak out my body and metabolism. I watched the BIOLAYNE videos so I do have a tiny bit of knowledge but I don't know how to implement it or where to start. Thanks for your help!!!

Please read it.
I am unsure how you are measuring your body fat. I know it is difficult to have an accurate body fat measurement, unless you spend money on a DEXA or Body Pod. My insurance does not cover those procedures.
I use visual checks to see if my clothes are tight or loose. I would be very happy with 25% body fat.
