Belly fat seems to be the last to go for many people. You can't target fat loss in certain areas of the body. Just stick to a deficit and the belly will eventually go. You may want to try some lifting during this process, but I don't know enough about lifting to give you tips.

As far as meeting a goal buy 24 weeks time, plug your info into MFP and it will give you a pretty good estimate.

Visceral Fat, the fat around your abdominal region will be easier to burn than Intramuscular Fat, as it's more modifiable through dieting and exercising. Intramuscular Fat, and Subcutaneous Fat will be harder to modify(the fats within the abdominals and around the hips and butt.) There's no real easy fix, even if maximising how the body burns fat. This is a dedication and commitment issue.
