How to measure oneself ?

Ok I know sounds obvious. And I have been on MFP for over two years. Have lost 75lbs. Was just staring NROL so wanted to see the measurements for comparison purposes. How do you measure ? Just lay it around the area or do you pull tight(firm but not excessively?).
I have measured for last two years. The entire last year my measurements have not changed (although my clothes fit differently .... Which would imply a change in measurements ? Down a size in pants and down a size sometimes in shirts). Can anyone explain how they do their measurements ? Thanks in advance for the advice
