Is there a way to tighten/tone upper arms?

After years of bad eating I have the most awful flabby upper arms. They pretty much dictate what I can/cannot wear in summer.
Is there a way I can tone them up so they don't look so gelatinous? I am currently doing strength training and steadily losing weight so im hoping this will help somewhat. Is there anything else I can do that might prevent them being left with huge bags of skin?

Eat at a deficit and lift. It'll happen. I used to have flabby arms but now they're nice and defined. What exercises are you doing?0

You may have to give it some time. The deficit will continue to remove fat from your body, including, but not isolating, your arms. Lift to strengthen and grow. If you have extra skin, it may tighten up over time.0
