Getting 'the shape'

So I'm not too over weight, but I want to look great. I think I have 30-40lb to lose to do that. Initially I though 20-30% but having lost 10, I still seem to look the same although I can now tighten my belt by two extra holes.

At what point will I start feeling like I'm getting results? Looking better. Should I be looking at bf%? How accurate are those scales? What bf% do you start looking good?
