Dieting and Exercising and not losing weight

Hey guys. I've struggled with body image issues and more for the past few years and especially struggled when it came to eating. It's been a little over a year since I've started eating and fueling my body but I've now realized I wasn't fueling it the right way. I'm healthy weight for my age group and height, only issue is I carry more fat on my body than muscle. I'm a pretty slim and petite girl but I carry most of my wear in my stomach( which I wear big and loose shirts to cover). I want to feel comfortable in my skin to wear crop tops and bikinis like other girls my age so I've turned to dieting and exercise but it's been about 3 weeks and I haven't shed a thing. when it seems like I lose a few pounds I simply gain it back and more a week later. I'm not sure where I'm going wrong here. any ideas?

If you are slim, don't lose weight. Lift heavy to build muscle.2

3weeks is not enough time to know if you are doing everything right? Belly fat is hardest of all to get rid of, you need to track your intake and calorie burns accurately.2

I second lifting. What you want is definition and not thinness. There are a lot of channels on YouTube such as Blogilates, HASfit, and XHITDaily that have good workouts.1
