Current bulking macros; 420 carbs, 210 protein and 85 fat. I've noticed with the higher carbs I'm actually feeling more sluggish. Should I lower carbs to about 350 and then compensate this caloric loss of about 280 but upping fats to about 100? Would this be classed as both high carb and high fat and therefore detrimental to my physique? Thanks.

The only thing detrimental to your physique is too high of a caloric surplus. Macros ratios won't matter after hitting your minimums. They will only lead to you spilling over if you just eat too much in general. If you want to lower carbs and replace with fat, then that's fine if it makes you feel better. Just work it out where you reduce your carbs and compensate with your fats correctly so your calories add up. Ratios won't matter since you're in that surplus and hitting your minimums for essential macros
