Is it normal to have fat on my arms?

This may seem like a silly question, but I have like no perception of what a healthy kind of skinny looks like.

I'm 110lbs and I've been maintaining but it's a struggle because I still feel like I have weight to lose. I'm 5'3.

My arms are pretty muscular when I flex and I don't see any fat jiggling when I do this. My entire arm also feels solid when I do this. When I relax my arm, there's a little bit of fat, though. Is this normal? Again, I'm sorry if this sounds stupid, but I'm hoping I'm just being obsessive and that my arms aren't actually fat. Like, is it possible to have solid arms 24/7 healthily? Is this an attainable goal?

    Yes, some fat on the body (including the arms) is normal.

    Also, muscles aren't solid if you're not flexing them...its normal and not necessarily fat - especially if you don't see it when flexing.

    In order for the human body to function properly it needs a certain amount of body fat, so yes, it is normal. Also, an unflexed muscle is soft, ergo an arm at rest will also be soft.

    Maybe some of what you think is solid muscle is in fact solid fat.
