How much protein does it actually take for a muscle to get bigger? I've heard 0.73 0.80 and 1 per pound of body weight

It's per pound of lean body mass, not total body weight. If you're following an appropriate lifting program and eating in a surplus it's possible to gain on less than the numbers you've posted. If you're not following an appropriate program you'll struggle to gain muscle even eating in a surplus and at the levels you've posted.2

It's not a vacuum. The rest of your total calories matter, as well as the type, frequency and duration of training that you're doing. .83 of protein and 1400 calories isn't going to do anything, just like a subpar training regimen isn't going to show much benefit0
