I'm always under my calorie goal but recently started gaining weight! Help!

I'm 5'4 and my current goal is 135 and my ultimate goal is 125-130. About 3 weeks ago I started at 147. I finally got down to 141 a couple days ago and then after that started gaining weight again! I eat about 750-1000 calories a day on average probably 800. I do cardio for 30-45 minutes 6 days/week and weight training 5 days/week. My weight has gone up almost 2 pounds in a couple days with no changes to my diet. What is going on?

800 calories is not nearly enough. Continuing in this way is not safe. You will hear that echoed in the thread.
Weight fluctuations are normal. They happen to everyone. It is likely water retention.1 -
Yes, water retention. However, you're eating far too little and doing way too much exercise every day in comparison. What you are doing will lead to binges and/or burnout. It's neither smart nor healthy to do. I'm 5'3" and 108 pounds and I still end up losing weight on 1700 calories per day by exercising 45 to 60 minutes six days per week and getting 15K to 20K steps per day on average, so I have no idea why you would workout so much and eat so little. Your body needs fuel and you'll probably retain more water on average to compensate through all the stuff you're putting it through right now.2

If you don't take in enough calories your brain gets the message that you are in starvation mode......and slows your metabolism way down as a life preserver. I stayed below the calories listed and couldn't lose. When I increased to 200 calories OVER the suggestion I have been losing fairly quickly.0
