Another recomp question

Sorry to ask this, I know this has been discussed into the ground.
I am currently 134 pounds with just about 26% BF. I would ideally like to be around 23-24% BF - so the higher end of fitness level.
I have been in a calorie deficit for almost 3 years, and the entire time I have been lifting weights and working with a trainer to maintain as much muscle as possible. But I'm finding that I can't progress. I assume this is due to the deficit.
So at what point is ideal to begin recomp, or is there one? Should I lose a bit more BF or start the process now?
