Tips for someone who is skinny fat

I would like to lose 10 pounds before October 16th. After that I would like to tone and maintain. Any tips? My workout regime consists of cardio. Running/Jogging and the Elliptical machine.

If you think you're skinny fat you need to add in some strength/resistance training.5

Lift...alot!...also, body weight exercises are fabulous....Also, using kettlebells (either as a workout, or with your workout) will sculpt everything from your shoulders to your calves....1

Cut back on some of the cardio, add in some strength training.
Beginner programs include Stronglifts 5x5, Strong Curves, and Starting Strength.
If you only have ten pounds to lose, make sure you set a small deficit as you don't want to lose too much too fast and not have enough fuel for your exercise.
Get adequate protein for your body and training.
Also, I would suggest not putting a final deadline on things especially losing x amount of weight because with strength training, you may see scale fluctuations especially if you are new and they may scare you. But they shouldn't because strength training is wonderful!4 -

What do you mean by skinny fat? My tip is to not put labels on yourself. If you're skinny, you shouldn't need to lose 10 lbs. that's a lot.1

If you are new to any kind of resistance work you may find doing a couple of months of Nerdfitness body weight training first will up your strength and confidence.
Start whatever programme you chose at maintenance calories, and see if you like how your body is reshaping.
If after a few months you feel you would still like to lose 10 lbs drop your calories by 250 for a half pound loss per week.
Make sure you get enough protein. .65-85 per lbs LBM.

Definitely add strength training. And don't overly restrict calories. Eat at maintenance and lift weights. That's really the best thing for your situation. Also eat enough protein.1
