Can't shake those last few pounds!

Hello! I am 22 years old and have recently lost about 25 lbs. I am currently bouncing between 134 lb and 138 without any major changes from week to week. I'm not sure what i can do to get these last few pounds off. I'm aiming for 130 lb. Also, some days my abs look amazing. Other days, its like a jiggly blob. I know thats not really important in the grand scheme of things but I was just curious as to why that is
