    Ideally raw/uncooked

    You can do either.
If you weigh it raw, look for a database entry for: potato raw
If you weigh it cooked, look for: potato cooked (plus log any oil or other ingredients used to cook it).

Before. It sucks to weigh cooked food.

I do before as the nutrition on the food packaging info is almost always before. For bacon, I weigh after and log it as cooked.

Most foods are weighed before cooking. If it is a packaged food, the nutrition label will specify if it is for the uncooked or prepared serving weight. Be sure to use a database entry for the uncooked food.

Some foods, such as bacon, are often labelled with serving portions for the weight after cooking, because cooking changes the food significantly from the raw state (such as rendering out fat). Again, if the label calls out the cooked weight, go by that and use a corresponding database entry.
