Keep gaining weight

Hi,
I'm having some trouble controlling my weight. I keep slowly but steadily gaining. I've been wanting to lose weight for 2 years, and trying to use the MFP calorie logging app for almost 1 year but I never lose a pound. I get hungry, go over my calorie limit, and can't stay committed.
I am short so my goal healthy weight is about 115 lbs. Last summer I was around 118-120. This past winter, I was 125-127 lbs. Already this summer, I'm up to 130-132 (highest I've ever been). I'm MUCH more active in summer yet I keep gaining slowly.
I think I am just over-eating. I tend to eat too much of high-calorie items that I really like: pasta, rice, cheese, desserts. I hardly ever eat out or have take-out; I eat mostly homemade food.
I have tried a calorie goal of 1200. I had trouble sticking to that so I've raised it to 1400. I still can't stay under the limit for more than a day or two in a row! I always end up accidentally eating another muffin or too much peanut butter or something that "ruins" all the careful calorie counting that I've done that day.
The couple of days that I've done it successfully, I've ended up feeling a little faint/shaky from low blood sugar on the afternoon/evening of day 2 or 3 even though I technically am eating enough.
If I look at my long-term graph from MFP, it shows a gradual increase over around 9 months. It's rather discouraging. I feel guilty that I can't seem to stop myself from eating every time I feel hungry (which is frequently throughout the day)!
I eat a lot of fruit. I am allergic to many vegetables in raw form (carrots, celery, peppers etc.) so only eat most of them when they've been steamed or cooked. I eat desserts/sweets often because I can't resist them when my family buys or makes them. I drink water or milk, rarely ever soft drinks or juice.
I can't seem to stick with anything and looking for some advice or help committing.
It might not seem like a lot to lose, but I originally had even less to lose and I couldn't even do that. I couldn't lose 5 pounds, and now I have to lose 15 and counting.
