Shall I cut or bulk?

I asked online on bodybuilding forums, I was told to do a lean bulk. Here are some pictures not to show off.

    Cut or recomp. I wouldn't bulk until sub 12% or so.

    I was going to keep cutting until my abs get more visible and drop more body fat then do a lean bulk to ensure muscle mass is quality.
