Weighing food

Im kinda confused when it comes to weighing foods. When a package says that something contains , for example , 160 calories per 100g , do I weigh it as frozen or after its cooked?

Read the label to see what it says.
Sometimes it says "when prepared as directed" or something similar and that would mean cooked. If it says nothing, I'd take a guess that it would apply to the frozen weight.
Or search in the MFP database for "frozen" or "cooked" items. It's worth using your common sense and checking those numbers against your package though - most items are entered my users and could have errors, or could be from a similar product in another country with different stats.1 -
If it doesn't say, it's usually whatever state it comes in.0

The label will usually tell you, otherwise measure in the state it comes in. For example, one particular brand of bacon I purchased said 2 slices (15g) as cooked BUT another package of bacon said 2 slices (85g)... so not cooked.0
