If you are at a Mexican joint and they serve you chips and salsa before your order, and you request a doggie bag for your entree, is it ok to put the chips and salsa in it?

    Why not.
You paid for the chips and salsa.

I often take rolls with my leftovers to make another meal for myself.

You may want to request a small container with a lid for the salsa

Yes, it's fine, they should just throw them out anyways (note-I said SHOULD)

    Just don't take the dishes.

Dont think they explicitly charge you for chips and salsa.

I meant they're included in the price of your meal.
I doubt they give them away free??

Take them , because if you don't there is a probability that they will end up in someone else table. The same with dinner rolls and bread , they go from table to table.
