if a page lists reps as 5,4,3,2,1 what exactly does that mean?

I'm assuming it means 5 on one side then the other then 4 on each etc, but i just want to be sure?

Wow. That's as poorly written program as I've ever seen. Or maybe there's a page before day one that elaborates but it's really not intuitive.
My best guess is that you're alternating exercises down in the ladder for each of 3 sets.
Set 1 is 5 presses followed immediately by 5 pull-ups, followed immediately by 4 presses, 4 pull-ups, 3 3, 2 2, 1 1.
Rest.
Sets 2 and 3 are the same as set 1.1
