They reviewed it and decided you need to pay it? Or you paid it and they're asking you to pay it again?
they reviewed and decided I need to pay. but I assumed they would take into consideration that I solved the problem in the interim0 -

But you got the ticket before you solved the problem...you parked there before you had a permit so the ticket is justified.
