Thinking about buying a HRM and question about max HR

So I keep hearing so much about HRM and I think I want to buy one but I want to get some suggestions on good brands or HRM. I'm on a bit of a budget so if expensive is better here it might take awhile for me to save up. But all in all what would you suggest?
Also, I'm 19 and quite out of shape but I've been working on that. Based on the 220 formula my max HR is 201. According to the machines at the gym my HR tends to stay around 190 but if I push it I get up to around 195-198. Should I be getting this high or should I take it easier? Or can I even rely on those readings from the machine?
