You can't spot reduce. For me, though, my arms toned up quicker than any other part of me from weight lifting. Pick up a copy of New Rules of Lifting for Women. It's a really comprehensive read-- talks about the benefits of weight lifting, how it works, includes recipes, workouts, etc. It's really good if you're just starting out and don't know a lot about weight lifting.

Personally, though, I like Stronglifts 5x5 more than the workouts in NROLFW. Find what works for you, though!

ETA: You can read up about Stronglifts here: http://stronglifts.com/stronglifts-5x5-beginner-strength-training-program/

Learn all you can before you start. Knowledge, proper form, and having a workout plan are essential to a strength training program.

Read Starting Strength, 5/3/1, or New Rules of Lifting for Life, watch Youtube videos that teach proper form, and start out as light as possible and gradually increase the weight you use.
