So I decided I wanted to start doing weight lifting for my arms mostly and I was wondering What are some of the techniques you all use when lifting???

You can't spot reduce. For me, though, my arms toned up quicker than any other part of me from weight lifting. Pick up a copy of New Rules of Lifting for Women. It's a really comprehensive read-- talks about the benefits of weight lifting, how it works, includes recipes, workouts, etc. It's really good if you're just starting out and don't know a lot about weight lifting.
Personally, though, I like Stronglifts 5x5 more than the workouts in NROLFW. Find what works for you, though!

Learn all you can before you start. Knowledge, proper form, and having a workout plan are essential to a strength training program.
Read Starting Strength, 5/3/1, or New Rules of Lifting for Life, watch Youtube videos that teach proper form, and start out as light as possible and gradually increase the weight you use.0
