"stapled on" arms - what exercises should I do?

When I do upper body exercises I tend to see some ( limited ) results in my upper arms / back / chest but never in my shoulders. As a result, my arms look like rag doll's arms "stapled" on my shoulders. What exercises should I do? I can't afford a gym membership so I would be thankful for some suggestions involving using your own body weight and / or dumbbells.

    Handstand Pushups are the best for shoulders

    Yes I do - I'm not really good at describing them but e.g. lifting dumbbells in my ( straight ) arms - sideways and to the front or pressing them above my head. I usually do three sessions with weights a week.

    Those are dumbbell lateral raises, dumbbell front raises, and dumbbells shoulder presses respectively.
    You didn't mention what type of training you are doing, sets, reps, rest, frequency (specifics, are all 3 per week the same?), exercise order, and how much effort does it take to complete the exercise?

    If the dumbbells aren't heavy enough, I'd recommend a variation of handstand or pike push up.
