    Yes, you absolutely can.

However, it is possible that water retention could mask a loss. It's important to compare your weight to your weight at the same point in your cycle.

For me, shark week tends to be one of the points in my cycle where I lose a lot of water weight, so I actually tend to see a bigger difference on the scale then when compared to other points.

You might not see it on the scales but you lose like any other day.

    Are you burning calories?
Are you choosing to eat fewer calories than you burn?
Then yes, you can lose weight.

You lose fat as normal, but whether or not you lose weight depends on how your body retains water. If you can resist the urge to eat sugar/chocolate during your period, then you'll see the effects of the fat loss for sure by the following week.

You do not need to resist anything as long as it fits in a calorie goal. So saying that she needs to avoid chocolate or not see a fat loss the following week is false.

OP, as others have said, weight loss happens, you just may not see it. Water retention during TOM is the biggest culprit of a lacking scale movement.

I usually see my lowest weight for the month during my period. I hold steady (water weight) for the first few days, then by the fifth or sixth day I show a big loss. I tend to "gain" during ovulation.

Really? The complaint I see is premenstrual water retention. I'm always good for a nice weight loss whoosh exactly a week after my period starts. Assuming, of course, I didn't use it as an excuse to #eatallthethings. I do eat at maintenance for a few days, but no longer scarf down a pint or two of Ben & Jerry's.
