Is there a reason why? Are you stress eating or have any high pressure things going on?

The first couple weeks of not eating something is so hard because you crave it like MAD. I stopped going out to eat fast food for lunch and for the first couple weeks it was amazingly difficult because I WANTED it so badly. It's something you just have to push through, no easy way.
Although if you like sweets have you tried protein fluff? You make it and it's kind of like a whipped ice cream but it has relatively few calories and a bucket load of protein which will make you feel fuller for longer.

    Here are some recipes

You're eating more than you realize. Weight your food and measure liquids and log everything you eat.

    Allow yourelf some sweets.

I don't think you can 100% eliminate carbs/sugar, you need some in yuor body for fuel.

    - Are you counting your calories and eating at a deficit?
    - Why are you forbidding yourself carbs/sweets? Track them and eat in moderation.
    - Focus on having the discipline to not eat things that do not match your goals. There's nothing we can say or do to help you - the power to shift that number lower is in your hands, and your hands alone.

If you're eating a bunch of sugary foods, you're not going carb-free. If you're serious about going low-carb, you need to tough out the cravings and give yourself 2-3 weeks to adjust to your new way of eating. If the idea of giving up sweets is messing with you psychologically, you might do better practicing moderation by eating small servings of whatever you like while staying at your calorie goal.

Also, there's nothing magical about low-carb when it comes to weight loss. It provides a quick drop in water weight, and many people on here find it more satiating and sustainable than higher-carb diets, but you will lose weight as long as you're in a calorie deficit no matter what macros you're consuming.

You cannot be "eating carb free" and "reaching for everything sweet".
Once you go over about 50 or 60 grams* of carbs in a day, your body may shift out of ketosis - presuming you were in ketosis to start with.
How do you know you are in ketosis?
If you aren't in ketosis, then you are simply eating too much compared to your exercise level.
"Eating carb free" has nothing to do with it in that case.

Be precise about what you are eating and work out harder.
You do not say what you are doing in the gym 3 times per week or for how long.
You don't even mention how long you have been going to the gym for or how long ago you began this process.

Up the weight training and follow it with HIIT.

The flowchart that gets posted every 15 minutes does not change from person to person.
Sorry, but you are not a special snowflake when it comes to thermodynamics.
If you think you have a medical condition that makes you somehow different, then you need to see a doctor that can diagnose the problem.

Fix your eating habits and work harder in the gym.
No one can do that for you.
If you want it bad enough you can and will do it.

Presuming you are doing everything right, losing 28 pounds may take more than 14 weeks.

    *This number is not fixed

Working "hard enough " in the gym isn't as important as what you eat, or rather how much. What helped me, is to eat often, small portions, but every 3 hours. It dropped my sugar cravings during the day, and at night i have small desert that fits into my goals. After few weeks of this i went back to having just 3 meals, but the crazy sugar cravings stopped and didn't return. I can have sweets around me, but i don't need to reach for it and eat handful after handful. So i think you can retrain your body to stop craving sugar hugh all the time by timely fueling it with healthy food. Good luck.

I know it says minimum, but I DO hope you are eating more to fuel your activity.

If you aren't, maybe the deprivation is causing you to reach for sweets/other things.

1000 calories? Total? Now wonder you're needing a sugar boost and are slumping. You're not eating enough (assuming logging accuracy). This isn't an exercise in how miserable you can make yourself.
