hitting a plateau but losing inches

As the title says, I have hit a 1.5 month plateau after losing 25 lbs. I began (minimal) weight training so yes, naturally I will gain muscle mass. However, since Sept. 3rd I have been at a static weight. I eat healthy, stay within 1300-1600 calories depending on if I worked out or not . Keep in mind these two things:
1. I do at least an hour of intense cardio at least 3x a week and weights 2x a week
2. I have 60 more lbs to lose - and this would bring me down to 180 lbs! Female -5ft 7

So why would I be at a static weight for so long? I am not too concerned because I am losing inches but these weigh-ins are frusterating!! I have heard if you have a lot of weight to lose like myself you usually aren't stuck at such a lengthy plateau.

    Keep it up. Log accurately. Don't worry so much about weight as much as results. Inches are always better indicator of successful dieting.
