Could Ankle Weights Be Exacerbating Foot Pain?

Wondering if wearing my 10 lb ankle weights all day is exacerbating my foot pain. The pain is already messing with my stride and foot landing, have to heel strike rather than toe touch because it pulls my arch in a way that's SO painful I want to cry. Could my weights be making it worse?
