Advice around daily activities

Just looking for a bit of advice here. I started logging my food and exercise a while back and whilst I'm losing inches I am seeing no movement on the scales at all!

I have a goal of losing 0.5kg per week and originally had my daily activity set as light as my job is a desk job. This gave me a calorie goal of 1200-odd calories. My daily exercise brings me in around another 400 calories as I cycle to work most days. This still seemed pretty low and I was finding it difficult to stick to this. My sis advised me to change my activity level to active which moved my daily calories up to 1500-odd which is much more realistic, and then with exercise on top its around 1800. Thing is, I still cant seem to shift any weight.

Am i now double counting my exercise points with my setting as active and using up my exercise calories? Any advice is greatly received. I'm 5ft 5 and weigh around 11 stone if that helps with your advice
