So maybe I've been kidding myself, but I just took my measurements and put them into a bfp calculator and it told me that I'm 39%. Does anyone have a reliable (cheap) way of calculating body fat%?

Reliable AND cheap? Sorry but I'm afraid there's no such thing for measuring body fat.
For reliable (at least more than other methods), there's the DXA scan and hydrostatic weighing. These are availble from mobile providers where available for $40-50 per scan or weighing but can still cost $100+ per at office locations.
For cheap, there are the free online body fat (based on tape measurement) calculators that you've already used, skin fold calipers that only cost a couple of dollars, bioelectrial devices that range from $10-20 to over $100 and the free picture BF comparison charts that you can also find on the Net.
That's about it.
