I have 10-15 pounds of fat I still want to lose .. is there a way to simultaneously burn off the excess fat and begin toning?

Fat loss is done by being in a calorie deficit for the last 10-15lbs, and yes start strength training now.
Toning is basically losing the fat that is on top of the muscle, which reveals the muscle.2 -
What does toning mean to you? You can lose or gain fat/muscle and there isn't really any in between. If you lose the fat you will have more muscle definition, but it doesn't necessarily mean you will have bigger muscles or have gained any muscle mass. If that is what you are after, continue your strength training ensuring progressive overload0

Lift heavy weights, sticking to the compound movements (bench, row, squat, deadlift, overhead press, and why not chinup and dip) and stick to your calorie deficit.1
