Is it better to eat breakfast 1st and then workout or workout 1st and then eat breakfast? Is it better to do cardio 1st or weights for gaining muscles and burning fat cal?

It all comes down to personal preference. There is no objective "better".
However, it's probably best to do cardio after lifting to keep your lifts optimal. Just do a light warm up before lifting.1 -
Personal preference. I always work out fasted, but I work out first thing in the morning (no later than 7.30) anyway so it works for me. I also do separate cardio and weight days so each gets my full focus each workout0

Typically, eating a meal, especially since we are talking about breakfast (and assuming that you were fasting for many hours beforehand...i.e.. asleep), will give you better training performance. But as the other poster mentioned, it comes down to personal preference.
Cardio or weights order might have more to do with goals. So if your goals are more cardio oriented, then maybe that might take priority over weight training. If its weights, then structure the weight session to take priority. You have several ways and variables at your disposal to make this happen. Maybe you can afford to split those up in your week (cardio on one day, weights the next, rinse and repeat). Maybe you can afford to have two sessions a day (cardio in the morning and weights in the evening. The list goes on.
Neither has as great an impact on fat loss compared to that of your diet. Weight training will have greatest impact on muscle gain/maintain.
Point is, do whatever you like that aligns to your goals and that you feel you can adhere. It might not be technically "optimal", but for you, that's what will be "better".

Yes like the others have said it is personal preference. Try it both ways and see what works for you to get your highest performance and results.

It's personal preference. I like doing fasted cardio in the morning, but prefer to eat about an hour before lifting. I just feel better that way but it's different for everyone.
If doing both on the same day, I lift first and then do cardio after. I find my form suffers if I do cardio first - but again, you may be different or have different preferences.0 -

Yes, personal preference but I have to eat something at least an hour before I workout.
Fat burn is not effected by the order of exercises you do (cardio first than lifting, vice versa). If you're looking to build muscle I would do lifting first than cardio or better yet, do them on separate days.0
