The veiny look comes from low body fat, genetics, and hydration.
This. You can have that look pretty much with any amount of muscle, just drop your body fat to around 10% (maybe more, maybe less on some people). You lose body fat by eating at a deficit (losing weight). I'd have to agree with others, you'll start to notice it below 15% and it gets more defined as you get lower.
