Couscous are pretty bland, so pretty much any dressing should work. But with orange and steak, I would either go with a vinaigrette, a citrus-and-oil dressing, or maybe something with an Asian flavor profile (toasted sesame oil, citrus, garlic, ginger). Or you could do a thin peanut-butter based dressing (like a thinned satay dressing or thin version of the peanut-butter sauce you get on cold noodles from a Chinese restaurant).2

I make a couscous dish with roasted veggies. The dressing is 1tsp lemon juice, 1 tsp dijon mustard, 1tsp olive oil and 1/2 tsp white vingear2

Yeah -- I should have thought of that. I make a citrus (orange or grapefruit) and avocado salad, and I usually do a mustard vinaigrette or honey-mustard dressing. And mustard should definitely work with the steak.0
