Vegetables have calories (and those calories are mostly carbohydrate). Relatively few compared to an equal amount of butter or cookies or something, but yes, you should absolutely count them if you're trying to accurately track calories.

When you juice, you are removing the fibre (the stuff that keeps you full and provides bulk) while retaining most of the carbs and sugar (and therefore the calories.)

If you're counting carbohydrates, why wouldn't you count the carbohydrates in juice?

They will count both towards your carbohydrate intake and your calorie intake for the day.

If the vegetables that you consume put you over your TDEE, you will gain weight. Juicing tends to concentrate the sugar in your fruits and vegetables, resulting in a more calorie-dense food than the fruit/vegetable itself. So yes, you could easily go over your calorie goal if you drink a lot of vegetable juice without counting it.
