Current pull day on a PPL split (push pull legs). Fair game to sub out bent over row for t-bar?

T bar or V bar with the close grip handle? If it's the latter then no. That workout mainly targets the rhomboids and middle traps adding to the thickness of your back. While barbell rows mainly target your lats.

Doing the cable rows with the close grip v handle and correct form will target your rhomboids. I would just follow the program as stated. It's that way for a reason.

So @jessef593 this is essentially the "machine" I would use for the t-bar row:48m67bqcy8e9.jpg

You could substitute DBs if a barbbell wasn't available before T-bar.

Agree with the dumbbell suggestion. Given that few people I have ever seen do them correctly, I'm not a big fan of barbell rows.

that expensive piece of gym equipment needs used by someone might as well be you.

Not sure about how much actual difference you would have between the 2 exercises but I would still prefer the barbell row.

In my own personal programing experience I have learned to follow the pan as its laid out otherwise I'll avoid things I hate like the barbell row or leg day.
