What is the difference between strength training vs hypertrophy? I wanna gain muscle on my lower body and look petite and burn fat on my upper body and I honestly have no idea how to train @ the gym? Any help!!!

Strength is for getting stronger, hypertrophy is generally for size.
Strength is generally higher weight with lower volume and hypertrophy is lower weight with higher volume but I don't think the rep ranges are entirely exclusive.
If you still have fat to lose, you're going to have to keep a calorie deficit (on the small side) while resistance training. Or eat at maintenance and do a recomp but that is a longer process.0 -

With 41 pounds to lose, your primary focus needs to be fat loss, not muscle gain. Fat loss cannot be targeted. Get on a beginners resistance training program. Any solid beginner's program is going to lead to strength gains, a good amount of which is due to neuromuscular adaptation as opposed to added muscle. Here's a place to start:
