Is the MFP measure for prepopped kernels or for popped kernels to be measured?

Depends on what entry you pick. Some entries are popped some are kernels

Jayded, a cup of kernels to pop would be many cups of popped. I will do some googling, MFP did not show it. Maybe I looked incorrectly.

I think Jayded means weight wise it would be the same, 100g of popped kernels will take up more room than 100g of unpopped kernels but they weigh the same and will be teh same calories (provided you didnt add butter/oil etc during the popping process).

Not to be nit-picky, but that's actually incorrect. Unpopped kernels contain water moisture. The pressure that results as that water is converted to steam when heat is applied is what causes unpopped kernels to pop. The water weight per kernel may be miniscule, but a cup of unpopped kernels will weigh more than the sum of all of those kernels popped, assuming no cooking oils or salt was added.

In my experience, they don't weigh the same for some unknown reason. I have weighed my popcorn before popping, then weighed it after popping and spraying with olive oil to try to get a gram weight on how much oil I sprayed it with, and the bowl of popcorn (after subtracting the bowl weight) was lighter than the kernels I put into my air popper. I guess some of the weight escapes as steam. (And that left me with having to figure out another way to calculate how much oil I sprayed on the silly stuff!)

So, whichever way you decide to use, pick one and stick with it. I go with unpopped and use a USDA data base entry.
