lower abs?

I've been working seriously on my abs for a couple months now and I'm really happy with the results for the most part. I have pretty significant definition on what would be the upper four of a six-pack, and my obliques are defined all the way down, but then there's just no definition whatsoever lower down.
Don't tell me to lose fat so I can see the abs that are under there--my body fat % is about as low as it can be healthily for a woman.
Any tips? Apparently all manner of leg lifts aren't enough...

Watch that video. It's all about tucking the hip. The exercise at 6:00 is one you could probably do.0
