Lifting for Beginners?

Right now, I'm kind of like a blobfish; squishy and sad-looking. But I don't want to be like that. I wanna get beefy. I have no idea where to start with my arms. They're like wet noodles. I can't even do a nerd push-up. Where should I start to build arm strength and endurance?

I have some dumbbells and access to a gym 2 days a week for 45 minutes.
